Jose “Chille” DeCastro retreated into sovereign citizen rhetoric in a new recording released on Saturday, abandoning previous claims of being at fault for his imprisonment.
DeCastro boldly claimed that he was an innocent man in the recording, made from a phone call on April 4, 2024, boldly proclaiming that his new life goal was to change every state constitution to eliminate jail time for crimes in which there was “no victim.” The YouTuber would expand that idea to cover misdemeanor crimes where there was “no victim, no restitution, no damages or assault.”
He then floated an idea for a prison alternative where “old condominiums” could be used to house those who needed to be imprisoned. The condominium buildings would be locked away from the world via a simple chain link fence and all the inmates would have cell phones that would allow them access to the world and serve as GPS monitoring.
The inmates would live normal lives in the units, with full access to cable TV, normal foods, plates and silverware and could have family members visit at any time. If someone violated the basic rules, they’d receive mental counseling instead of being sent to “the hole.”
DeCastro pledged that upon release, he’d go to Nevada’s state capitol building “in Reno” and give speeches every single day about his ideas for reforming the prison system. He seemed unaware that Nevada’s state capital is located in Carson City, Nevada, and held to his personal truth that he’d deliver the speeches until the prison system was formed.
Speaking on his base ideas, he claimed that misdemeanor prisoners were only incarcerated as the prison system earned $700 per inmate per day that they were held. He said that prisoners were “cash cows” of the system and the idea of prison was a scam, much like drivers’ licenses and car registrations.
The YouTuber went off on parking tickets in California, denouncing the idea that someone would have to pay a parking ticket within two weeks or see the fine double through penalties imposed by the state. He proposed a new idea where a driver would only need to pay fines accumulated through tickets at the time of license renewal and claimed everyone would then have an incentive to pay their fines or lose the ability to drive.
DeCastro, with a bail hearing pending on April 10, said he woke up every morning knowing he was an innocent man and denounced both the officer who arrested him and the system for incarcerating him for a “victimless” crime.
The YouTuber is due in court on April 10, 2024, for another bail hearing.
